    The appeal concerned roof and rear extensions alongside conversion to a six-person HMO. A parking survey, local transport evidence and enclosed bin storage helped address the council’s concerns about cumulative effects. A fire-safety strategy also resolved a separate objection. Conditions secured bin and cycle storage.

    What to check: For an HMO conversion, explain parking, waste and the proposed use as well as the building work. This was a full planning permission, not a certificate that the extensions or use were PD.
