A larger ground-floor extension had prior approval and roof works had a lawful development certificate. The inspector accepted those fallbacks but found the additional first-floor rear extension bulky and harmful to a neighbour’s light and outlook. The neighbour’s lack of objection did not remove that harm.
What to check: Separate the work already authorised from the extra work being sought. A PD fallback is relevant evidence, not permission to add a first floor; assess the combined roof and extension design.
