Ealing Local Plan: adopted policies and emerging plans

Check the planning authority first

Part of the borough falls within the Old Oak and Park Royal Development Corporation (OPDC) area. Some applications there are delegated to Ealing or Brent. A borough address or the council handling an application does not, by itself, identify the applicable plan.

Check the site against the OPDC Local Plan and policies map if it is in Old Oak or Park Royal. OPDC adopted its own plan on 22 June 2022 for 2018 to 2038.

Adopted development-plan documents

Ealing's development-plan register lists the following documents. A date marked “not verified” is a gap in this profile, not a finding that the document has no legal effect. Adoption, publication and effective dates are distinct; we do not infer one from another.

  • London Plan 2021

    Adopted. 2021 published plan.

London-wide strategic policies. The GLA labels the 2021 online plan adopted; its publication date is March 2021. Individual policies can have different time horizons.

Use the adopted map and check the boundary

The council's policies-map page separates the adopted map from the new plan's Regulation 19 map. The original adopted map dates from 10 December 2013; the page records later waste, schools and neighbourhood-plan amendments.

  1. Open the adopted interactive map and locate the exact site.
  2. Check allocations and whether a neighbourhood-plan or OPDC boundary affects it.
  3. Follow the relevant policy references into the adopted documents.
  4. Use the draft map separately when investigating proposed changes. Record which map version you used.

The interactive map also includes contextual constraint layers. Read the underlying designation, direction or order and its dates. An empty map result does not establish that no restriction exists.

Emerging plans and examination progress

  • New Ealing Local Plan 2024 to 2039

    Emerging: examination. Regulation 19 version, 28 February 2024; submitted 18 November 2024.

The examination news page lists EX40 on . The inspectors' letter itself (PDF) is dated . It calls for main modifications and a consultation before the inspectors' final report. It is not an adoption notice.

The submission library identifies the February 2024 plan and the revised suggested-modifications schedule dated 27 March 2026. Read these with the inspectors' subsequent correspondence. We have not assessed the weight of an individual emerging policy for a particular application.

Before relying on the status, reopen the examination news and look for consultation notices, the final report and a council adoption statement. The council's pages may change after this check.

Guidance for extensions and local design

  • SPD 4: Residential Extensions (PDF)

Interim guidance. Legacy SPD retained as informal interim guidance in the March 2022 Local Development Scheme.

Use to understand design guidance alongside current policies. Its historic permitted development references need checking against current national rules; it is not a stand-alone permission test.

The council's March 2022 Local Development Scheme (PDF), paragraphs 1.29 to 1.32, explains the interim status of older guidance. Also use the local planning policy guidance index for relevant current documents.

A local design guide does not establish that your work is permitted development. For that question, check the proposal and existing property against the national rules and any relevant local restrictions. Read the permitted development guide.

What to do for your property

  1. Confirm the authority and the site's mapped designations.
  2. Identify the application route and relevant adopted policy wording.
  3. Check emerging-policy progress, supporting guidance and the site's planning history.
  4. Keep the source links, document versions and the date of your check with your project notes.

For an extension or loft conversion, start with our Ealing planning guidance and free address check. If a boundary, policy conflict or plan transition could affect your scheme, ask the relevant planning authority or a suitably qualified planning professional to assess it.

Sources, review and changes

The official source checks cover document identity, published status, dates and links. They do not assess how policy applies to an individual site.

Source-check dates record when we inspected the source, not when the council updated every document. Profile updates record material changes to this page; rebuilding the website does not renew either date. We link to council and GLA documents without republishing them or claiming a licence over them.
