The proposal raised and reshaped a roof, increased one roof pitch and added a rear dormer and front rooflights in Highgate Conservation Area. The inspector found the resulting roof top-heavy and visually intrusive despite the benefit of additional living space.
What to check: Describe every external roof alteration, not just the new room. Roof form, the stepped terrace and conservation-area context mattered here. This historical full-planning appeal does not determine whether another loft scheme qualifies for PD.
