    The proposal would demolish a locally listed house in Spring Grove Conservation Area and build six flats. The inspector found unjustified heritage loss and problems with housing mix, parking-related disturbance, trees, biodiversity evidence and securing the carbon contribution, despite accepting the outlook and privacy arrangements.

    What to check: A site can pass some neighbour-impact tests and still fail overall. For replacement housing, address the existing building’s significance and the supporting evidence before assuming additional homes justify demolition.
