The inspector found that neither the claimed continuous use nor a lawful change during the earlier PD window had been established.

    What to check: Build an address-specific chronology supported by precise occupancy evidence. A licence, rent receipts or an assertion that rooms were let do not automatically prove the planning use. This was an existing-use certificate appeal, not a decision on a new HMO application.
